Human Resources Bureau
|
The Human Resources Bureau is responsible for coordinating and providing statewide oversight of all personnel actions within the
Corrections Department. This includes, new hires, transfers, promotions, demotions, salary
adjustments, position classifications, compensation, benefits, separations, retirements, performance reviews and corrective action. The Bureau utilizes the PeopleSoft (SHARE) system and In-Time Reporting System to gather data that provides management information
on its workforce. The HR Bureau coordinates Department-wide personnel projects for over 2500 employees and provides
direct personnel services to approximately 200 employees within the |

Central Administration.
These services include compensation, benefits and all personnel transactions. The HR Bureau offers
training to Human Resource staff at the institutions throughout the State, Probation and Parole
and the Corrections Academy. The Bureau completes and is responsible for an annual audit of
Human Resource transactions throughout the Department to ensure compliance with State and
Federal rules and regulations, State Personnel Board Rules and Department policy and procedure.
We develop policy and procedures to support Human Resource actions. The HR Bureau also oversees Department-wide
payroll and benefit processing. The Bureau is also responsible for providing oversight of the state-wide Roster Management Team who facilitates the daily payroll and overtime reporting of correctional officer staff to ensure budgetary compliance. Another critical component of the HR Bureau is the oversight of the Collective Bargaining Agreement (CBA) between the State and American Federation of State, County and Municipal Employees (AFSCME) to ensure compliance with the CBA.
The Human Resource Bureau consists of the Bureau Chief, Deputy Bureau Chief, two (2) HR Managers, four (4) HR
Analysts and an HR Associate. The Bureau Chief is responsible for ensuring state-wide compliance with all Federal and State Laws, SPO rules and Department policy. The Bureau Chief is also actively involved in labor relations and ensuring state-wide compliance with the CBA. The Deputy Bureau Chief is the state-wide Roster Management Coordinator who provides oversight of the facility staff and updates/creates facility rosters. The Deputy Bureau Chief is also the SHARE Project Manager for the Human Capitol Module of PeopleSoft. The HR Transactions Manager is responsible for
overseeing the personnel transactions and the HR Payroll Manager oversees the payroll, benefits and workman's compensation. Each analyst is assigned a facility and/or division that they are responsible for
overseeing and approving personnel transactions, which are generated from that facility/division.
